Portland, 1948. The river bursts its banks, sending a 10-foot wall of water through Vanport, a predominantly black area of town. Vanport is wiped out, 16 people killed. In the present day it's rainy season. River levels are high when a woman walking her dog comes across the skeleton of a young black man, murdered over 50 years ago.
